Fire Chief
Sontos Chavez
Chief Chavez has been the Fire Chief of DCVFD since 2019. He has formerly served as assistant fire chief, president and vice president. Chief Chavez currently works as a Firefighter Paramedic as well as EMS FTO for the City of San Angelo Fire Department. Chief Chavez has State Certifications in Fire Officer, Fire Instructor, Safety Officer, EMS Instructor, Aircraft Fire Rescue, TIFMAS Wildland Engine Boss, Pumper Driver Operator as well as vehicle extrication/Heavy rescue and proboard certifications in hazmat operations/awareness. Chief Chavez also has advanced NIMS/ICS certifications.
Assistant Fire Chief
Dart Dodds
Born in San Angelo and raised in Alpine, Dart is a proud West Texas native with deep roots in the community. After earning his bachelor’s degree in criminal justice from Angelo State University, he began his career at a law firm in Midland. Realizing his true calling lay elsewhere, Dart returned home to San Angelo to find a path that better aligned with his with his wants.
While working at the Army Surplus store, a volunteer firefighter stopped in one day and asked if he’d ever considered joining the fire service—a conversation that would change his life. Dart attended his first meeting with the Dove Creek Volunteer Fire Department (DCVFD) and never looked back. Four years later, he’s still an active member of the department and continues to serve with dedication.
In the fall of 2022, Dart took his commitment to the next level by joining the San Angelo Fire Department, where he proudly serves as a firefighter and paramedic. He holds certifications in Firefighter I & II, HAZMAT Operations, and Paramedic, and takes great pride in serving his community.
Dart loves what he does and finds purpose in helping others, working alongside people who share his passion for public service and community.

Assistant Chief II
Randi Whitehead
Secretary Whitehead has been with DCVFD since 2018. Firefighter Whitehead is not not just the Assistant Chief, she's also the Secretary with DCVFD. Randi has a bachelor's degree in Animal Science as a graduate from Sul Ross State University.
Board President
Brent Koester
President Koester served in the U.S. Navy during Desert Shield/Storm. Prior to military, Brent fought brush fires in L.A. County.
Board Vice President
Deaune Whitehead
Deaune’s commitment to service began early — he joined the U.S. Army in 2004 while still in high school and went on to complete three combat tours. His time in the military instilled in him a strong sense of duty, discipline, and teamwork that continues to guide him today.
In 2019, Deaune joined the Dove Creek Volunteer Fire Department (DCVFD), inspired by his wife and their shared desire to serve the community after moving to the Dove Creek area. His dedication and leadership quickly stood out, and in 2024 he earned the rank of Lieutenant.
Deaune holds numerous certifications, including Large Animal Rescue, Swift Water Rescue, CPR/ First Aid, Aircraft Rescue, and Pipeline Training. These skills reflect his commitment to being prepared for any emergency and providing the highest level of service to his community.
From military service to firefighting, Deaune’s life has been defined by his dedication to helping others and giving back to Dove Creek. He takes pride in serving alongside his fellow volunteers and making a meaningful difference every day.

Lynn Marshall
Treasurer Marshall has overseen the department's finances since October 2021.

Rick Wooten
Voting Member Wooten has brought insight and guidance to the board meetings since October 2022. Rick Is a current resident of the Pecan Creek Subdivision And currently works in the insurance business.
